The Ministry of Public Administration has launched the annual transfer scheme for Super Grade Management Service Officers, with moves set to take effect from January 1, 2027, according to Public Administration Circular No. 18/2026.

The Ministry of Public Administration, Provincial Councils and Local Government has initiated the 2027 annual transfer process for officers serving in the Super Grade category of the Management Service Officers' Service. The transfers are scheduled to commence on January 1, 2027, and will be governed by criteria outlined in Public Administration Circular No. 18/2026.

Eligibility for the transfer scheme applies to two categories of officers. Those who have served five years or more at their current posting will face mandatory transfer, while officers with two years of service at their station may voluntarily apply to relocate. All applications must be submitted electronically through the Management Information System for Public Administration, with officers required to ensure their personal records and service history are current in the system.

The ministry has specified important procedural timelines for the transfer process. Application windows for certain transfer categories will remain closed between August 25 and December 31, 2026. Officers dissatisfied with their transfer decisions may lodge appeals, which must be submitted within 14 days of receiving their transfer orders. The transfer assessment will consider factors including length of service at the current station, the officer's stated preferences, and operational requirements.
