Sri Lanka Police have issued a public reminder that vehicles with learner plates are prohibited from using expressways, regardless of whether a licensed driver is present.

Sri Lanka Police have issued a formal advisory clarifying the legal restrictions surrounding learner drivers and expressway access. According to the Police statement, individuals holding learner permits are not authorised to operate vehicles on expressways under any circumstances.

The Police emphasised that learner permits are exclusively intended for practising driving skills and do not extend to expressway usage. A valid full driving licence is required to operate any vehicle on an expressway. Notably, the presence of a fully licensed accompanying driver does not exempt a learner-plated vehicle from the prohibition—vehicles displaying 'L' plates cannot access expressways regardless of who is supervising.

Access points to expressways will deny entry to vehicles bearing learner plates, according to the advisory. Drivers who breach these regulations face potential legal consequences, including fines or prosecution. The Police also cautioned that motor insurance claims may be denied if an accident occurs while a vehicle is being operated in violation of these legal requirements.

The advisory was released to educate both learner drivers and the general public about the mandatory restrictions governing expressway use. The clarification comes as part of ongoing efforts by authorities to ensure road safety and legal compliance on Sri Lanka's expressway network.
