The current livestock policy, formulated in 2026, has identified the requirement for updating it, taking into account the challenges that have arisen in the field of food security and the developments in the livestock sector due to the social and economic transformations that have taken place globally and locally. Accordingly, the Cabinet of Ministers has approved the resolution furnished by the Minister of Agriculture, Livestock, Land, and Irrigation to implement the National Livestock Policy, which covers areas such as private sector-led development, market-oriented competitive production, sustainable and environmentally friendly development, assistance for small-scale farmers and rural livelihoods, and development based on science and technology by obtaining local expert advice and knowledge.

The Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) is a regional organization comprising seven (07) South Asian and East Asian countries: Bangladesh, India, Myanmar, Bhutan, Nepal, Sri Lanka, and Thailand. The prime objective of the organization is to promote economic cooperation among the countries bordering the Bay of Bengal. Agriculture is a major source of income for the BIMSTEC member countries. Due to the importance of agriculture and related sectors for sustainable development and regional food security, agriculture has been included as one of the areas in the BIMSTEC cooperation. Accordingly, the BIMSTEC Agriculture Ministers’ Meeting and Senior Officials’ Meeting are conducted once every two years, and it has been proposed to conduct the 4th (fourth) meeting in Sri Lanka. Accordingly, the Cabinet of Ministers has approved the resolution furnished by the Minister of Agriculture, Livestock, Land, and Irrigation to host the fourth BIMSTEC Agriculture Ministers’ Meeting and Senior Officials’ Meeting on 17th and 18th March 2027.
News Partnership Program for Energy Efficient Buildings

It has been planned to implement a partnership program for energy-efficient buildings in this country under the financial grants provided as per the fundamental agreement for technical cooperation existing between the Federal Government of Germany and the Federal Government of Sri Lanka. This program is due to be implemented by the GIZ institute (Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH) of the Federal Republic of Germany and monitored by the Ministry of Energy and the Sustainable Energy Authority. The main objective of this programme is to assist Sri Lanka in obtaining policies, institutional frameworks, and technical assistance in the maintenance of energy- efficient and climate-resilient buildings. Accordingly, the Cabinet of Ministers has approved the resolution furnished by the Minister of Energy to sign a tripartite agreement between the Ministry of Energy, the Department of External Resources, and the local representatives of the GIZ institute to implement the aforementioned programme under a total financial grant of 924,063 euros (approximately 314 million Sri Lankan rupees)
Business Implementation of the project on ”Grid – Based Rooftop Solar Power and Virtual Net Meter Reading”

The “Grid-Based Rooftop Solar Power and Virtual Net Meter Reading” has been identified as a priority-based project with the objective of providing a solution for the effective use and distribution of solar energy for the independent power producers and improving small- and medium-scale renewable energy projects. Approval has been granted at the cabinet meeting held on 03-11-2025 to have negotiations with the Asian Development Bank and other relevant representatives in respect of project financing. As per the decisions of the aforementioned meetings, the discussions for obtaining the relevant loans and grants with the Asian Development Bank, the European Union, and the Japanese Fund for the Joint Credit Mechanisms have now been concluded. Based on the agreement reached in those negotiations and as per the terms and conditions of the Asian Development Bank debts, the Cabinet of Ministers has approved the resolution furnished by the President in his capacity as the Minister of Finance, Planning, and Economic Development to enter into debt and grant agreements for obtaining a debt of US$35 million from the concessional general capital resources of the Asian Development Bank, a grant of EUR 15.4 million from the European Union, and a grant of US$5.5 million from the Japanese Fund for the Joint Credit Mechanism.
