Sri Lanka's Cabinet has authorized multi-million barrel procurement contracts for petrol, crude oil, and diesel to be supplied to the Ceylon Petroleum Corporation through September 2026 to February 2027.
The Cabinet of Ministers has approved long-term fuel supply agreements following a limited international competitive bidding process restricted to suppliers registered with the Ceylon Petroleum Corporation. The procurement covers three petroleum products needed to meet the country's energy demands over a six-month period beginning in September 2026.
Aditya Birla Global Trading (Singapore) Pte. Ltd. has secured two contracts under the arrangement. The company will supply 1.2 million barrels of 92 Unl petrol from September to February 2027, with a 5% margin allowance. The same supplier was also selected to provide 2.8 million barrels of Murban crude oil between November 2026 and February 2027, also with a 5% margin. Four bids were received for each of these contracts.
Vitol Asia Pte. Ltd., also based in Singapore, was awarded the diesel supply contract. The company will deliver 1.12 million barrels of diesel with 0.05% sulphur content during the same September to February timeframe, with a 5% margin. This procurement attracted six competing bids.
According to both sources, the High-Level Standing Procurement Committee identified the selected companies as the lowest substantially responsive bidders. The Cabinet's approval followed recommendations from the Minister of Energy, with the contracts designed to ensure uninterrupted fuel supplies for the nation's energy requirements.
