GovTech Sri Lanka (Pvt) Ltd has appointed Shevan Goonetilleke as its Chief Executive Officer (CEO), effective 19 August 2026. The appointment marks a key milestone as GovTech enters its next phase of implementing Sri Lanka’s national digital transformation agenda. GovTech Sri Lanka serves as the Government’s lead implementation agency for national digital transformation, overseeing the development of digital infrastructure, platforms and services aimed at modernising public sector operations and improving citizen- and business-centric service delivery. Goonetilleke brings more than 25 years of experience in technology leadership, digital platform delivery and systems integration across Sri Lanka and international markets. Before joining GovTech, he was the Chief Executive Officer and Executive Director of MillenniumIT ESP, where he led the company’s transformation into one of Sri Lanka’s leading enterprise technology and systems integration firms. He has also held senior leadership positions at WSO2, Deutsche Telekom and Virtusa, while contributing to Sri Lanka’s ICT sector through SLASSCOM, including serving as a former Board Director and founding the SLASSCOM Product Council. Goonetilleke holds an MBA with Distinction from the University of Sheffield and a BSc (Hons) in Information Systems and Computing from Manchester Metropolitan University. GovTech Sri Lanka said it expects to accelerate the delivery of national digital infrastructure, strengthen secure and interoperable government systems, expand citizen- and business-focused digital public services, and work closely with government agencies, industry and development partners under Goonetilleke’s leadership.
