Indian Defence Minister Rajnath Singh will undertake an official visit to Sri Lanka on September 9 and 10, according to sources from India's Ministry of Defence. During the two-day visit, Singh is expected to hold discussions with President Anura Kumara Dissanayake, Prime Minister Harini Amarasuriya, and Defence Secretary Air Vice Marshal (Retd.) Sampath Thuyacontha. Maritime security concerns in the Indian Ocean region are anticipated to feature prominently in these talks.
A key focus of Singh's visit will be reviewing the implementation of the India-Sri Lanka Defence Cooperation Memorandum of Understanding, signed during Prime Minister Narendra Modi's visit to Colombo in April 2025. This five-year umbrella agreement represents the first comprehensive defence cooperation framework between the two nations and establishes a structured approach to bilateral military engagement. The MoU covers multiple areas including joint military exercises, capacity building, humanitarian assistance, disaster relief operations, and increased naval port calls between the countries. It also explores opportunities for defence industry cooperation.
Modi's April 2025 visit—his fourth to Sri Lanka since 2014—marked the first visit by an Indian Prime Minister since Dissanayake took office in September 2024. Beyond defence matters, that visit yielded seven bilateral documents addressing health, media, energy, connectivity, and debt restructuring arrangements. The upcoming defence ministerial visit is seen as significant in India's broader strategy to strengthen maritime security partnerships with Indian Ocean littoral states and to advance military-to-military coordination on shared regional security concerns.
