The Justice Ministry has introduced a coordinated emergency response mechanism at Vavuniya and Jaffna prisons, with plans to expand the system nationwide.

A new joint coordination programme designed to manage emergency situations within prisons has been launched by the Ministry of Justice and National Integration, beginning with facilities at Vavuniya and Jaffna. Led by Attorney-at-Law Harshana Nanayakkara, the initiative aims to strengthen inter-agency collaboration at the regional level to enable rapid crisis response and improve inmate welfare services.

The programme represents an initial phase of a broader rollout, with authorities planning to eventually implement the joint mechanism across all prisons in the country. Officials briefed on the programme are expected to support coordination efforts to ensure that emergency situations within correctional facilities are handled efficiently through streamlined communication channels.

During inspection visits to both facilities, Minister Nanayakkara assessed current conditions and identified priority areas. The visits included examinations of women's sections, remand holding areas, and kitchen facilities at Jaffna Prison. The Minister engaged directly with prisoners to understand their concerns, particularly regarding delays in obtaining Government Analyst's reports—a recurring issue affecting case processing. Officials committed to implementing solutions to address this bottleneck within three months.

The initiative reflects efforts to enhance prison management through institutional coordination rather than isolated facility-level responses. By establishing regional mechanisms, authorities aim to create a more responsive system while simultaneously addressing welfare gaps that impact the incarcerated population.
