Sri Lanka's Judicial Service Association has unanimously rejected a proposed constitutional amendment to extend the retirement ages of Supreme Court and Court of Appeal judges, citing concerns about judicial independence and career progression.

The Judicial Service Association of Sri Lanka (JSASL), representing District Judges and Magistrates, has formally opposed a government proposal to extend the statutory retirement age of judges through a constitutional amendment. In a letter dated July 22, 2026, addressed to Justice and National Integration Minister Harshana Nanayakkara, the Association stated that its members unanimously rejected the measure at a General Assembly held on July 11. The Association has also resolved to communicate its position directly to President Anura Kumara Dissanayake.

The proposed amendment targets judges serving in the country's two highest courts—the Supreme Court and Court of Appeal. According to the JSASL, extending the tenure of existing superior court judges would effectively halt promotions within the judiciary for approximately two years, preventing judicial officers from advancing to higher courts and senior positions. The Association warned that promotions to the High Court would be delayed by an additional two years, disrupting established career progression systems and creating imbalances in judicial appointments.

Beyond structural concerns, the JSASL argues the amendment could weaken the professional judiciary by limiting opportunities for career advancement and reducing the attractiveness of judicial service to talented young lawyers. The Association contends that the move would damage morale among serving judges and erode public confidence in the administration of justice. The JSASL's opposition adds to growing criticism from other stakeholders, including the Bar Association of Sri Lanka.

The government is expected to present the proposal to Cabinet in the near future. The JSASL has urged the government to reconsider and abandon the amendment, arguing that doing so would help preserve judicial independence and maintain public confidence in Sri Lanka's justice system.
