(M.R.M.Waseem, Rajadurai Hashan) The Mannar District General Hospital is currently without a single CT scanner, which means that patients who need emergency treatment cannot be diagnosed on time, and patients are dying due to long-distance travel. In order to ensure the safety of the people, the Minister should clearly announce when this CT scanner will be provided, said Selvam Adikkalanathan, Member of Parliament for Vanni District of the Democratic Tamil National Alliance. He stated this while presenting a special item on Standing Order 27/2 during the session held in Parliament on Friday (26). He further addressed the gathering, I would like to bring to the attention of the Minister of Health the serious infrastructure shortage prevailing at the Mannar District General Hospital and the resulting life-threatening conditions faced by thousands of citizens there on a daily basis. The Mannar District General Hospital is the only tertiary health institution providing essential and emergency services to the people living in the district and the surrounding rural areas. It is very unfortunate that this primary hospital does not have a single CT scanner machine till date. Due to this, about 100 to 125 patients are transferred every month to the Jaffna Teaching Hospital, Vavuniya and Kilinochchi General Hospitals by ambulance for emergency needs and to diagnose head injuries during accidents. As a result, patients in need of emergency treatment are not able to be diagnosed on time, and many lives are lost due to long distance travel. As patients are being transferred to outlying districts, the ambulance services of Mannar district are severely affected and other emergency patient transport is also being disrupted. The poor people are facing huge economic and social burdens as they have to go to outlying districts with their families to receive treatment. The most important thing here is that the new CT scanner building for this purpose at Mannar General Hospital is already fully constructed and ready. In addition, two consultant radiologists are currently assigned there and are on duty to operate this machine and provide reports. Despite all the infrastructure, the services of those specialists are being wasted because there is no machine. Furthermore, on 24.04.2025, the Minister of Health and Media, Nalinda Jayatissa, had officially assured that 'a CT scanner machine will definitely be provided to the Mannar Hospital in 2026'. Why has the promise made by the government not yet been fulfilled? Based on this, I request clear answers to the following questions from the Honorable Minister of Health, Has the Cabinet taken steps to provide the estimated Rs. 250 million for the purchase of a CT scanner machine for the Mannar District General Hospital within the financial allocation for the year 2026? If not, what are the reasons for that? Why has the official promise made by the Minister of Health to the people in Mannar soil in April 2025 not yet been implemented by this quarter of 2026? He raised questions, "Will the Minister specifically announce when this CT scanner machine will be brought there and made available for public use, in order to ensure the safety of the people of Mannar district?"
