Ministerial Changes Drop Sharply Under President Dissanayake's First Year

Government departments experienced significantly fewer ministerial reshuffles during President Anura Kumara Dissanayake's first year in office compared to his predecessors, according to analysis by the Lanka Data Foundation.

Government departments witnessed a dramatic reduction in ministerial changes during the opening year of President Anura Kumara Dissanayake's presidency. Only 37 departments experienced a change of subject minister in this period, representing a drop of approximately 75% compared to his two predecessors, according to data compiled by the Lanka Data Foundation using its Department Flow visualisation tool.

By contrast, 90 departments saw ministerial changes during President Gotabaya Rajapaksa's first year, and 91 departments during President Ranil Wickremesinghe's corresponding period. Under Rajapaksa's administration, the reshuffling was particularly extensive, with 40 departments assigned three different ministers within twelve months and three additional departments cycling through four different ministers.

The largest individual portfolio reorientations varied across the three administrations. Under Rajapaksa, the State Minister of National Security, Home Affairs and Disaster Management saw 18 departments transferred to their portfolio upon cabinet formation. Wickremesinghe's administration witnessed 22 departments break away from the Industries Ministry following his government formation in July 2022. Under Dissanayake, the most significant single change involved 19 departments shifting from the Minister of Urban Development, Construction and Housing to the Minister of Ports and Civil Aviation.

The Lanka Data Foundation's analysis examined the first twelve months of each presidency following their election or parliamentary appointment, representing the periods from August 2020 to August 2021, July 2022 to July 2023, and November 2024 to November 2025. The analysis covers changes at the departmental level, including statutory institutions and public corporations, tracked through official government gazettes.
