Sri Lanka's Cabinet of Ministers has greenlit the first phase of the Ruwanpura Expressway Project, a major infrastructure development expected to cost Rs. 15 billion and be funded domestically.

The Cabinet has given formal approval for Phase 1 of the Ruwanpura Expressway Project, marking a significant step forward in the country's road infrastructure expansion. The initial phase encompasses construction of a road section stretching from Kahathuduwa to Ingiriya, alongside the development of the Kahathuduwa Interchange, which will provide connectivity to the existing Southern Expressway.

The project carries an estimated budget of Rs. 15 billion and will be financed entirely through domestic funding sources, according to government information. The Minister of Transport, Highways, and Urban Development presented the proposal to the Cabinet, where it received formal endorsement.

Implementation responsibilities have been assigned to the Road Development Authority, which will oversee the contract awarding process. According to the timeline, the procurement phase is expected to be completed during 2026, paving the way for construction to commence. Once the procurement procedures are finalized, the Authority will proceed with evaluating bids and awarding contracts to qualified contractors.

The Ruwanpura Expressway represents part of the government's broader infrastructure development agenda, with this initial phase serving as the foundation for what may eventually become a more extensive project linking key regions of the country.
