Social Security Contribution Levy (Amendment) and Betting and Gambling Levy (Amendment) Bills approved by the Committee on Public Finance

The Social Security Contribution Levy (Amendment) and Betting and Gambling Levy (Amendment) Bills were approved by the Committee on Public Finance. The approval was granted when the Committee on Public Finance (COPF) met in Parliament on the 17th under the chairmanship of Hon. Member of Parliament (Dr.) Harsha de Silva.
Officials participating in the committee pointed out that 4 amendments are being made to the Social Security Contribution Levy Act, No. 25 of 2022, through the Social Security Contribution Levy (Amendment) Bill. Thereafter, after detailed discussion, the approval was granted.
In addition, the Betting and Gambling Levy (Amendment) Bill amends the Betting and Gambling Levy Act, No. 40 of 1988, whereby the total collection levy will be increased from 15% to 18%. In addition, the casino entrance levy imposed on Sri Lankan citizens will be increased from US$ 50 to 100. Accordingly, the approval of the Committee was granted after consideration in this regard.
Furthermore, the approval of the Committee was granted to the regulations published under the Finance Act, No. 11 of 2004. This extends the validity period for payment of the International Telecommunications Commission Tax.
In addition, the Committee was drawn to the provisions made under Section 32 read with Section 25 of the Excise Ordinance (Chapter 52) regarding excise license fees. However, the Committee did not grant its approval. The Chairman of the Committee indicated that an appropriate analytical report on this matter should be submitted to the Committee and it would then be considered in the future.
The meeting was attended by Honorable Deputy Ministers (Dr.) Kaushalya Ariyaratne, Nishantha Jayaweera, Honorable Members of Parliament Ravi Karunanayake, (Attorney) Chitral Fernando and (Attorney) Lakmali Hemachandra.
