A new nationwide project called SL-PULSE has been launched to modernise citizen-centred governance and improve public service delivery across Sri Lanka's regional administrative divisions.

The SL-PULSE initiative represents a comprehensive effort to strengthen public administration and service delivery throughout Sri Lanka's 25 districts and 341 Divisional Secretariat divisions. The project focuses on enhancing coordination between government institutions at the regional level while establishing more efficient systems to address citizen needs.

The programme encompasses multiple strategic areas, including improvements to public service delivery, identification and resolution of service-related gaps, and strengthened institutional coordination. Government officials from seven key sectors will participate in the initiative, with particular emphasis on supporting frontline public officers working in regional administrative areas.

Capacity-building forms a central component of the project, with officials estimating that between 13,000 to 15,000 public officers will benefit from training and related activities. The initiative aims to equip these officers with enhanced capabilities to respond effectively to public requirements and improve overall service standards.

The overarching objective is to create a more efficient and citizen-focused public service ecosystem by reinforcing regional administrative mechanisms and fostering improved collaboration between different government institutions. By strengthening coordination and capacity at the divisional level, the project seeks to ensure that public services reach citizens more effectively.
