The Committee for Protecting Rights of Prisoners has requested the Office of Missing Persons investigate three inmates who allegedly disappeared shortly before violence erupted at Negombo Prison on 5 July, though prison officials maintain all detainees were accounted for.

A civil rights organization has raised concerns about the disappearance of three inmates from Negombo Prison in the period leading up to violent unrest that occurred there last month. The Committee for Protecting Rights of Prisoners (CPRF) identified the missing individuals as Nishantha Lakmal Sirinanda, Rajendra Alan Indika, and Venezuelan national Walquer Florencio Martinez Nuñez, each holding different legal statuses within the facility. The CPRF has formally requested the Office of Missing Persons to locate them after unsuccessful attempts to establish their whereabouts.

In response to these allegations, the Commissioner of Prisons for Operations, Intelligence, and Security stated that authorities were unaware of any disappearance claims and maintained that all inmates had been accounted for during the July violence. According to prison officials, the two-day disturbance resulted in 10 prison personnel and 22 suspects dying. A notable point of contention exists between the CPRF's account and the official prison statement regarding whether the three individuals remain unaccounted for.

The CPRF has escalated the matter to multiple government bodies and international entities, including the Human Rights Commission, the Office of the Inspector General of Police, and the United Nations Human Rights Council. Civil rights attorney Senaka Perera expressed frustration that despite assurances following the Negombo incidents, concrete measures addressing families' concerns have not materialized. He emphasized that the Venezuelan Embassy in New Delhi had contacted prison authorities without receiving substantive responses regarding the missing national.

Perera called for comprehensive government action and parliamentary oversight, particularly noting that a three-member Cabinet-appointed commission investigating the Negombo incidents should also examine potential enforced disappearances. He stressed that the government should ensure adequate compensation for deceased and injured inmates and maintain accountability standards regardless of political circumstances.
