The 11th Trinco Dialogue brought together naval and military officials to discuss enhancing maritime operational readiness in the Indian Ocean, with particular emphasis on energy efficiency and resilience.
The Naval and Maritime Academy in Trincomalee hosted the 11th Trinco Dialogue, a professional forum dedicated to maritime security and operational capabilities in the Indian Ocean region. Rear Admiral Buddhika Liyanagamage, Deputy Chief of Staff of the Sri Lanka Navy, attended as chief guest at the event organised by the Junior Naval Staff Course.
The conference centred on the theme of enhancing maritime operational readiness through energy efficiency while addressing contemporary strategic challenges. According to the Sri Lanka Navy, discussions emphasised the critical need for maritime forces to develop resilience and adaptability to sustain prolonged operations across the demanding Indian Ocean environment, where operational capability has become increasingly vital amid evolving strategic circumstances.
Energy efficiency emerged as a central topic, with participants identifying it as a key enabler for maintaining operational endurance. The Navy noted that achieving greater efficiency requires a comprehensive approach involving technological advancement, revised operational doctrines, enhanced training programmes, better planning methods and improved logistics support. Officials argued that such integrated measures would enable maritime forces to sustain operations more effectively, allocate resources more efficiently and maintain operational effectiveness across the region.
The forum brought together senior officers from Navy Headquarters and the Eastern Naval Command, representatives from the Sri Lanka Army and Air Force, maritime academics and officer cadets. Commodore Priyankara Dissanayake, Commodore Superintend Dockyard (East), delivered the keynote address, followed by presentations from participating officials who engaged in discussions on current maritime security issues and future operational readiness challenges.
