Marc-André Franche The United Nations Resident Coordinator in Sri Lanka has expressed profound sorrow over the deadly violence at Negombo Prison, calling for renewed investment in the country’s prison system and welcoming the appointment of an independent committee to investigate the incident. In a statement issued on Tuesday, the UN said it was deeply saddened by the violence that claimed the lives of at least 27 people and left more than 100 others injured. The UN extended its condolences to the families of those who died and wished those injured a swift recovery. The statement noted that prison officers perform demanding work in service of the State and the public, while inmates are under the care and protection of the State, stressing that both correctional staff and prisoners deserve greater protection. “The inmates who died or were injured were under the care and protection of the State. Those who serve the penitentiary system and those held within it deserve greater protection. Ensuring that protection is a fundamental responsibility of the State,” the statement said. The UN said the tragedy underscored the need for continued investment in Sri Lanka’s prison system, highlighting longstanding issues such as overcrowding, outdated practices and poor detention conditions. It added that Sri Lanka’s commitments under international human rights standards provide an important framework for improving the treatment, safety and wellbeing of people deprived of their liberty. The UN also welcomed the government’s decision to establish an independent committee to investigate the circumstances surrounding the incident, expressing hope that its findings would contribute to lasting improvements in prison conditions. The organisation reaffirmed its commitment to supporting Sri Lanka through technical cooperation aimed at strengthening prison safety, improving detention conditions and supporting the wellbeing of correctional personnel.
