According to NewsWire, the veteran administrator held significant positions throughout his career, including serving as Director of the National Archives Department and later as a Ministry Secretary.
During his tenure, de Silva was instrumental in overseeing the preservation, protection, and modernization of the country's state records and archival systems. His work in strengthening Sri Lanka's documentation and archival framework earned him recognition as a distinguished officer within the civil service.
De Silva was also known as the father of opposition politician Harsha de Silva. His remains were made available for public respect on August 5th at his residence on Poorvarama Road, Kirulapone, beginning at 9:00 am. Final rites were conducted the same afternoon at Kirulapone public cemetery.
