Japan has provided a JPY 282 million grant to support 15 Sri Lankan public sector officials in pursuing Master's degrees at Japanese universities starting in 2027 under the Human Resource Development Scholarship programme.

The government of Japan has committed financial support totalling approximately Rs. 591 million to facilitate advanced education for Sri Lankan civil servants. The funds will enable 15 public sector officials to undertake two-year postgraduate studies at Japanese institutions beginning in 2027, according to a statement from the Embassy of Japan in Colombo.

The Human Resource Development Scholarship (JDS) programme targets officials seeking specialisation in fields deemed critical for national development, including public policy, international relations, development economics, macroeconomic management, public finance, investment administration, industry policy and investment promotion. The grant agreement was formalised on 17 January through the exchange of notes between Japanese Ambassador Akio Isomata and Dr. Harshana Suriyapperuma, Secretary to the Treasury.

The initiative represents a continuation of longstanding educational cooperation between the two nations. Since the programme's launch in 2010, it has supported 254 Sri Lankan public sector officials in advancing their qualifications. Japan characterises the scheme as serving dual purposes: enhancing individual professional capacity while simultaneously strengthening institutional capabilities across Sri Lanka's public administration.

Beyond its immediate educational objectives, Tokyo views the programme as instrumental in deepening bilateral relations. Officials completing their studies are expected to return as ambassadors of Japanese-Sri Lankan partnership, leveraging professional networks established during their time in Japan to foster closer institutional ties between the countries and support Sri Lanka's broader development agenda.
