A special audit has identified unlimited fuel allowances provided to senior parliamentary officials during 2023 and 2024, with significantly increased consumption compared to previous years and expenditures lacking proper parliamentary oversight.
A comprehensive audit has revealed systematic issues with fuel allocation practices affecting multiple senior officials within Parliament during the final two years of the 9th Parliamentary term. The investigation found that positions including the Speaker, Deputy Speaker, Deputy Chairperson of Committees, and Secretary-General of Parliament received fuel without restrictions or spending limits.
The Speaker's fuel consumption showed marked increases over recent years, consuming 3,994 liters in 2023 and 6,122 liters in 2024—representing respective increases of 66% and 155% compared to 2022 levels. The Deputy Speaker received particularly generous allocations, with 21,299 liters of fuel valued at approximately Rs. 8.5 million issued for private vehicle use during the 2023-2024 period alone. Additional fuel was supplied beyond standard capacity for three official vehicles assigned to the Deputy Speaker.
The audit identified a procedural gap regarding the Secretary-General of Parliament, whose remuneration has operated without formal parliamentary approval since 2004. Although a 2004 parliamentary record specified that allowances should align with standard public administration guidelines, this directive was not implemented, resulting in unlimited fuel provisions to the position. Similar unrestricted arrangements extended to the Deputy Secretary-General and Assistant Secretary-General, though other department heads received limited allocations equivalent to specific travel distances for private use.
The findings raise questions about financial accountability and resource management within Parliament, highlighting the absence of adequate controls and oversight mechanisms governing fuel expenditures for senior officials.
