Meta has launched Muse Glimmer, a compact open-weight AI model designed to run on personal computers, as CEO Mark Zuckerberg urges the U.S. to relax restrictions on open-source AI development to compete with Chinese competitors.
Meta introduced Muse Glimmer on Monday, a lightweight artificial intelligence model substantially smaller than leading systems from rivals like OpenAI and Anthropic. The new model is engineered for automated task execution and can operate on standard personal computers equipped with a single graphics card, positioning Meta to capture demand for AI systems that function locally on user devices rather than relying on cloud computing.
In conjunction with the launch, CEO Mark Zuckerberg issued a statement advocating for reduced regulatory barriers on open-source AI development in the United States. He contended that American laboratories operate under stricter constraints regarding training data compared to international competitors, placing domestic firms at a disadvantage. According to Zuckerberg, Chinese companies including Moonshot, Alibaba, and DeepSeek currently lead the open-weight model competition, while leading U.S. developers maintain closed-source systems. Zuckerberg argued that restricting access to foreign open-source models would be ineffective and that policy revision was necessary for American open-source models to achieve dominance.
Open-weight models differ fundamentally from proprietary systems by offering publicly accessible core components for customization and typically operating at lower cost than closed alternatives. Growing interest in these systems reflects business concerns about escalating AI expenses and recent cybersecurity incidents involving major model providers. The Trump administration signaled earlier this month that it would not require voluntary safety testing for open-weight AI models, according to sources familiar with the discussions.
Meta's move reflects broader strategic repositioning following its establishment of a costly superintelligence team last year aimed at reinvigorating its competitive standing in artificial intelligence. The company stated plans to introduce additional open-weight models in the coming period and indicated it would establish governance structures enabling independent directors to authorize model safety standards before release. Meta's stock rose approximately 1 percent in premarket trading following the announcement.
